Operation Just ForceJune 6 2005 Version 1.2 Best played as US; but playable as Haitian player 1. Historical Background On March 3rd, 2001 President Pierre Max Antoine of Haiti was assassinated in a coup by police forces and private militia's backed by the wealthy Mulatto minority. UN sanctions were imposed, but of very little effect on desolate economy of Haiti. On June 3rd, 2001 the Haitian Government agreed to buy a large number of supplies from Cuba to rebuild the army that Jean-Bertrand Aristide had disbanded. More then half the supplies were delivered before the UN found out and ordered a blockade of Haitian waters to all ships except those carrying food or medical supplies. By 2003 the Haitian army was up and running with 2 regiments of trained regulars. There were still more troops that were being armed by the Mulatto landowners. By December 2004 the Haitian army was roughly the size of a Division with a small armored detachment. On February 3rd, 2005 the UN voted on a resolution condemning the Haitian government. In May of 2005 the US President with the support of the JCS and members of Congress agreed that something must be done. Units were redeployed and positioned to strike Haiti if needed. On June 3rd, 2005 the US President demanded that the Haitian military leaders step down and allow democracy to return to the country of Haiti. The Haitians were given 24 hours to respond. On midnight June 4th, US Marines invaded and captured the island of Gonave off the coast of Haiti. Once again Haitian leaders were given 24 hours to step down. Receiving no response on June 5th US Marines proceeded to capture three port towns after quick but intense firefights against local militias. Again the Haitians were given 24 hours to respond. As of Midnight June 6th there had been no reply. 2. Operational Briefing 2.1. US Commander The 22nd MEU, 24th MEU and 26th MEU are on the ground already. Additional assets include 2nd Brigade/10th Mountain Division, the infantry elements of the 75th Ranger Regiment and the 3rd Armored Cavalry Regiment. Supporting are Marine strike elements and US Army Apache Squadrons from Fort Knox. Off the coast is the carrier USS George Washington and its support and strike elements. Your goal as commander is to quickly capture Port-au-Prince and all other major cities while inflicting maximum damage on the Haitian Military, while maintaining a low causality rate. US taxpayers won't support large losses. 2.2. US Theater Options
2.3. Haitian Commander Your forces cannot defeat the US forces in a stand up battle. Only commit when victory is assured. To win you must hold Port-au-Prince and bleed the Americans dry. 2.4. Haitian Theater Options 1.) If you capture US service men you have the option of executing them to gain VP's. Unfortunately this might anger US forces. |
