THE SECOND BATTLE FOR FRANCEVER 1.0 - 12/02/2005 / 02:22 1. ABSTRACT This scenario depicts an hypothetical conflict between a US /UK coalition against France and other European Allies 2. SITUATION BRIEFING For the historical background see the attached word document. please note that you must use the 2 first turns to deploy land units on turn one US player must use his TO options. EU player the TO landing option is
displayed for 4 turns only between turn 15 and 19. 3. UNITS 3.1. EUROPEAN UNITS For each EU brigade there is a specific foreground color. The background color indicate the nationality of the unit.
There is an exception for German French brigade which is defined as blue foreground placed on a black background. And due to colour limitations, the greeks and Portuguese will share the same yellow background. - Blue background :French Army
- Grey or Black backgrounds: German Army
- White background : Belgium Army
- Brown background : Dutch Army
- Red or yellow background: Spanish Army
- Pale blue/grey background: Italian Army
- Yellow on Yellow background: Portuguese units
- Green on Yellow background: Greek rapid deployment force
3.2. US / UK COALITION At the difference of the european the foreground color choice is mainly divisional based. - Tan backgroung : UK Army
- Green background : US (Air/Land) and USMC units (Air/Land).
4. VP and VICTORY CONDITION The scenario is based on a one day turn, the replacement of materials is inexistent or set to a very low rate, keep it in mind. There are 4 locations which are responsible of 50% of the European army supply delivery : - Lille (63,5)
- Anvers/Antwerpen (77,0)
- Nantes (28,43)
- Bourges (61,46)
The capture of each one will lower permanently the European supply level by 5.
The capture all of them, will drop EU supply level from 40 to 20. Worst the supply level could be more damaged, but not permanently,if Coalition took Auxerre (71,38) and Reims (74,21). The capture of each town will lower by 5, the EU supply level. If your interdiction level is high you will be abble to starve him. Taking Paris will create some big troubles for the European player. As for 3 turns it gives a negative shock (80) for the European player and a positive one (120) for the coalition player. Add too that the fights in Paris generate a flock of refugiees. Locations with names delimited by "*" character could give more VPs or modifiy the supply level for both players. Gives US players 130 permanent VPs the capture of the following towns Abbeville Amiens Beauvais Evreux Le Havre Mantes Orléans Nantes St Arnoult Tours. All towns with an anchorage offer the coalition a supply point. VPs are given to European player for each turn he kept Le Havre and Paris under his control. 5. SCENARIO EVENTS - chance that UK special troops took control of the Channel tunnel
- Chance of sabotage on rear areas
French have created an Intelignece Brigade in charge of collecting data and doing operations in rear areas. Max 20 units could act on US rear lines so use your MP units wisely. Don't use them in direct figths !!! - chance that Russian block the US supply paths in north atlantic.
- Chance that world situation help UN to force a cease fire.
- Chance of supply level decrease due to a second front openning
- chance that the airfield attack restriction be removed between turn 8 and 20.
- chance for EU amphibious units to land on French coast
6. US /UK STRATEGY - During the first 3 turns you have the possibility to deploy your units between two possible landing areas. The 1st one concerns the Channel zone and the 2nd one the beaches of the Atlantic coast. To facilitate the access to the area of the Atlantic, I have created a fictional Island on the west edge of the map with a supply point and airbases (to modelize a MEU). Use the theater option to choose the units which will be part of landing. You can add manualy other units. I advice you to use at least all the USMC units for Atlantic landings.
Concerning the add of helicopters coming from other coalition units, the air move to the western islandneeds 2 full turns.
So to avoid looses during the air war on turn 3, begin the transfer on turn 1, using the most western island as relay. Doing so, they will finish their move safely on turn 2.
WARNING : through a theater option you coalition player may force the capture of the Channel Tunnel, it raises your supply level by 5 but it gives 180 Vps to the EU player. - The first fifteen turns will be decisive. Try to gain as much as territory possible. Took special attention to places with name delimited by stars, you may gain VPs and/or more supply.
- For two important reasons you must take the Le Havre Harbour.
1st) to increase your supply level by 5.
2nd) the 3rd UK Mech division willjoin the battle only through this harbour. So the capture of Le Havre is an important goal to achieve. - The air interdiction level is very important to lower the EU supply level.
- Widespread airmobile troops wisely They can make a screen to protect or secure your first landings area Don't forget that you can drop or disembark on top of Enemy units. It could be very costly but some sacrifices pay a lot, believe me.
- The took of Paris advantage you a lot during three following turns. You will be shocked at 120%.
- The capture of Reims will shock EU player at 80% for one turn.
- As for the European player your replacement rate is very low. You are in a better situation than him concerning airplanes. Be cautious and remember that you are far from US plants. You must count on your own for heavy weapons replacements
7. EUROPEAN PLAYER - Don't rush all your units to the beaches, manage reserves. You must take care of US airmobile units. They can disembark anywhere within a 290 kilometers radius. Remember that the parachutes units can drop even more deeper. Coalition player may chose to replay Market Garden. Protect your key objectives. Use
your airmobile forces to conteract them. Air superiority in this case could be the key factor. There is a chance on turn 4 that Coalition seize the CHUNNEL intact It is a dagger on your throat.
WARNING : a theater option permits the coalition player to force the capture of the Channel Tunnel, it raises his supply level by 5, but he offers you 180 Vps. - Remember that you receive VPs each turn you keep control of Le Havre, (5VP) and Paris (2 VP).
- The loss of Paris will badly hurt you. During three turns, you will be shocked at 80%. Same shock apply for one turn when Reims is captured.
- Your supply level is higher than the Coalition, this advantage must be kept. The loss of Bourges Reims Nantes Anvers Auxerre will badly undermine it.
- Concerning units replacements, you must pay attention to following facts: Concerning heavy materials, there are still some reserve in stocks coming from latest months orders. But the replacements rate is a low one. So after a certain amount of time your heavy weapons could not be replaced at all !!
For some EU air forces there will be no replacement at all. Remember that except French Air force, all european air forces are mostly US equiped or using no more produced planes (Tornado). - Due to the preceding replacements considerations, think twice on air options. You will be reinforced on turn 11 with Spanish Portuguese and Italian air forces and from turn 15 to turn 24 with the remnant of German and Greek air forces.
- Due to a special production effort 5 French squadrons will be removed and be upgraded from Mirage F1 to Rafale. So each 5 turns a squadron if not destroyed before, will be withdrawn. He will return on fight 7 turns latter.
- On Turn 15 the amphibious brigade formed with Italian/Spanish SILF and Greek Marines will have a 4 days window to launch an attack on possibly occupied west French coast. This landing will be interesting, if south reinforcements hexes are under Coalition control. They can make those hex free and permit reinforcements to enter the battle field. Use the TO to decide when to land but passed the 4th day, amphibious units will be withdrawn!!.
8. House rules - No European airborne assault on UK nor western approach islands No airbase attack except the ones located in France and Belgium hexes.So no air attack neither on UK air bases nor on thoses situated on black background.
- When scenario begins both Belgium and Netherlands are neutral. So no attacks against them are possible before turn 5.
- The black counter blocking Coquel is placed when Coquel Terminal is destroyed. It is set there to block any Rail supply coming from UK. It must never be attacked nor removed.
9. Designers Notes 1)Following Ben Turner's advice on www.tdg.nu. most of units which are on OOB, at company size/level have been stored as simple squads 2) Research made by the author and discussion posted on webs sites like www.warfarehq.com, www.tdg.nu lead him to consider all jeep likevehicles as light armored trucks.

- German löwe and Iltis
- UK Land Rover,
- US most of Humvees 3) I have considered that this short campain don't permit to push production to a such rate that big units as tanks could be replaced by a rate of 10 a day !!. So I put replacement rate very low, execpt for men. I decided too to create a pool of 10% of on hands units to reflect heavy material reserve issued from the latest orders made by both armies before engaging war 4) considerations on the Eastern Front: The fight made by the armies of Austria, Germany, Italy and CEI (mostly Russians Air units), will not last more than one week. from the 7th up to the 14th of June. It needs many days for the German and Italians to recomplete and to reorganize their brigades. It is why
the reinforcements delivery will stand up to 7 days to achieve. Concerning the inventory of units I have reduced the equipment level from 15% up to 30%. 5) To modelize arrival of the new Eurofighter in the European Air Forces, I put in some air squads, the Swedish Grippen. Jean-Luc Betin |
