THE FINAL SOLUTION (Operation Equity) UN peace enforcing operation to force Israel to abandon the occupied territories and to ensure the creation of a Palestinian state with Jerusalem East as capital city. (I have used the map of the existing scenario "Middle east 2000", with some necessary modifications. The Egyptians orders are limited to the occupation and mantaining of the Gaza strip, included of course the Gaza objective hex. The Egyptians can't advance further north than the Gaza line. If Jerusalem is to be occupied by the UN, the only troops that can enter the town are the Jordan troops, the Saudi troops or the Palestinian forces. No aother UN contingent can ever enter the Jerusalem hex. If either of these two rules are broken by the UN player ( not by the UN P.O.), the game should be considered an Israeli victory. Any naval units (included land units transported by sea) that encounter an enemy naval unit, must stop for that turn in the first hex where they encountered the enemy naval forces. They can procede towards their objectives on the following turn. The UN navies put the Israeli coasts under a strict comemrcial blockade (this is actually the added value of this operation, compared to the previous operations against Israel). The Israeli supply stock will degrade by 2 points every two turns. For each capital UN ship unit that Israel manages to sink, there is a recovery of 5 supply points and a loss of 4 supply points for the UN The more Ship units the UN loses, the bigger the probability that the operation is abandoned and the game ends with an Israelian victory. The UN operation Equity can be run at 2 levels: the control of the occupied territories objectives, leads to a drawn game (provided that there are not losses of other objectives). If the UN captures Jerusalem, a victory should be achieved but with the danger that Israel would feel threatened with destruction and decide to implement its nuclear deterrent. If the nuclear attack fails to materialize, it means either that the UN special forces have neutralized the Israeli deterrent or that at the last moment the Israeli government decided not to escalate to the nuclear thresold. If Israel uses nuclear weapons, a proportionate retaliation will be assured by the G.B. and French governments. The Sirian Army is just a force in being to fix on the maximum possible number of israeli forces on the Golan heights. It is not allowed to join the land operations. The Sirian Airforce can instead participate to the operation. Be sure to complete the UN main landing operations in the first two turns; starting from turn 3 the UN will be able to sea transport only one brigade per turn. Scenario notes: At the beginning of the year 2003, the situation in the Near East became untolerable for most Western democracies. The escaltion of the terroristic attacks in and out of the theatre, forced the Western governments to a reaction. During the 2nd half of the 2002, more than 2000 israeli civilians and 1349 European and US citizens died under the attacks of the Arab terrorists. Although no other spectacular actions like the Twin Tower destruction was attampted, the almost dayily minor attacks put the European and American public opinions under great pressure. The November 24th 2002 an International conference was called in Berlin to try and solve once for all the "ethernal conflict". The leader of the PLO Arafat, admitted for the first time that he was not able to control the extremists of Hamas and other organizations any more, but he assured that he could guarantee a total peace if the Isrealians accepted the birth of a Palestinian state, whose territory would be composed by the sum of the Gaza strip, Hebron, Ramla, and Nablus. This conditions didn't require any territorial continuity, which was a noticeable news compared to the previous Palestinians proposals. In exchange for this concession, the Palestinians would require half of Jerusalem (Jerusalem East) as capital of their newborn state. At these conditions, the Palestinians guaranteed the final and perpetual cessation of any form of hostility towards Israel and more in general the end of any terroristic attacks. The conditions were judged to be quite fair by all the external observers, included the US, but once again Israel refused to accept. The Berlin conference dragged itself till the January 2003 without any concrete result. Desperate for a solution that could stop the increasing level of violence towards the Western citizens the UN voted on the 14th of January a resolution that followed the path traced by the Palestinian proposal in Berlin, and authorized the use of the armed force in case Israel refused to comply. during that dramatic Security Council session, France, Russia, China and Great Britain approved the resolution, whilst the US didn't vote (Jewish lobby in the USA), but neither they vetoed the resolution. For the first time in the history, the UN managaed to vote a resolution that could possibly change the situation of the relationship between Israel and the Palestinians. The research of armed forces started immediately. Of course the US didn't lend any support to the operation, which was very simbolically called "OPERATION EQUITY". Other countries refused to put their forces at disposal of an anti-Israeli coalition and first among all Germany and Russia. At the beginning of February, the operation Equity was put in the hands of the English planners, and England also assumed the command of the operation. The planners concieved an operation that would use the support of some moderate Arab countries, living out the most radical ones. In any case, Syria agreed to build up its forces in order to fix on the Golan border the maximum number of Israeli units. The help of other two EU countries was also required. The only two countries that accept to put their forces under the English command were Italy and France. The French obtained the command at sea though. After one month of preparation and planning, the assigned forces are ready for the D-Day. Another "Longest Day" in the world history. On a pure military extent, with this action, the Europeans wanted to prove that they could conduct a power projection mission without the support of the USA if some prerequisite conditions are met: 1. Availability of friendly airbases in the area 2. Participations of other countries located in the area in their coalition 3. Capacity of sustaining medium to heavy casualties, especially in case of action against a regional superpower like israel. 4. Inconsistency of the opfor navy.
